With Valid I-20 and I-94 , you can return to us within 30 days

But I have been Mexico office 4 times , showed them all the document, even an email from US immigration office: the new I-20 without previous entry stamp is still a valid I-20.
The officer insist: without a stamp , the I-20 is not activated , so I can not give you visa.
