Wheel chair questions in France, UK and Italy?

Hi All,

I am in USA and plan to visit France, UK and Italy in the coming summer with my family. However, my wife's knee is not very good and can not walk too much. So, she needs a wheel chair sometimes although not all the time.

How about these 3 countries? Do they have the same system as US for the wheel chair people? How easy to push the wheel chair on their roads?

Another question is: is it easy to rent a wheel chair over there? We have one at home. But, we will not carry it if it is easy to rent one.
