Fly to Belfast, and hire a car at airport from company Avis, Hertz,Europcar etc. Belfast has two aiprort--one 'Belfast city airport', one 'Belfast international airport', make sure you book the car at right airport. Not worth to drive from England or Scotland, crossing ferry takes to much time.

You don't need VISA when you drive to Ireland.
非去不可的地方: Giants Causeway; Belfast city; Dublin; go west to Galway; head south from Galway to Cliff of Moher (striking view).
