A cheap air ticket from Beijing to Dalian does not cost that more than the train ride. Last year, my parents, all three of my kids, and I flew from Beijing to Dalian. We spend 4 days there, having a wonderful time.
Dalian's temperature in July is around 70-75. The ocean wind is a little chilly, so bring a jacket or sweater is a good idea.
Avoid the small eating places along the ocean. They are dirty, and are not really cheap. Go to mid-priced restaurants. People in Dalian are generally honest and warm. At least that was my impression of Dalian locals.
