东京逗留 and shore visa

回国在东京转机， 我想change my flight and 在东京逗留3天，visit my friend. 6/3 arrive and 6/6 departure, 能在机场申请 72 小时的shore visa 吗？打电话给纽约日本领事馆，说不知道，而且态度不好。请问有人知道如何办？Can we obtain the visa for sure? What documents they need?

Also, any JMs have the same flight? From China to tokyo to NY JFK airport...We can visit tokyo together.
