Where are you in the US? If you are in NY area, the British consulate only receive application by mail or by agency/courier. You just fill the form online and mail the application and apply through agency/courier. However, the British consulate does require biometrics information and he needs to go to a local USCIS office to get the finger prints.

Not sure about Italy consulate. Maybe you can call the consulate to explain the reason. When I apply for French visa, I know there are people in there accompanying others.
