you can't go wrong with either. Bryce in winter time

is beautiful, with the amphitheaters partially covered with snow. It can get foggy from time to time, which I liked. You can still do the short hike along the rim, but Navajo, wallstreet, etc will most likely be closed due to snow.

There's no restriction on personal vehicles entering the canyon in winter, so that's a plus for Zion. Not sure about the famous angel's landing trail, but the short easier ones should be open. If you are into hiking, check weather forecast and check with park office for trail conditions. If you are just touring the area, take pictures, etc, I recommend Bryce.
