Many waterfront parks have fishing docks and you don't need a boat. All variety of freshwater fish, saltwater fish and shellfish (crabs, shrimps and clams) are available for harvest at different times of the year at different locations. You can start by visiting the Washington State Department of Fish and Wildlife website or go to a sports store for a free state fishing rule book. The website gives you ideas of where to go. Be sure to know the rules before you go. Crab and shrimp season is closed for the year. Not sure about salmon. Squids might be in and are very easy to catch. My neighbors have wild spawning salmon swimming through their backyard every year. You can also see these spawning salmon in some creeks in the area but these are usually illegal to catch. City of Bothell park services offers a workshop on fishing.
