I recommend Hamilton Inn at Secaucus, NJ

It is 10 minutes by bus to Mahattan. But the price is much lower than most hotel on Mahattan. I am not sure what rate you can get now. But definitely within your budget. it also provide good breakfast My friend from China stayed there when they visit US for vacation.
