I have been in Tibet year-long. Contrast to pupolar believes, winter may be a good time to visit Tibet. There will be less rain and flooding which means better road condition. The sun is still shining. The Peaks will be more likely snow-capped. It is quite a view even just in Lhasa when you get up every morning. The monasteries will be less crowded. And I didn't feel much difference of oxygen percentage in the air from summer.
But the landscape is more barren in winter. trips to places like Ali, Northern Tibet, Tans-Himalaya, Mount Juomo Langma may be not realistic. But if you plan to fly in and stick to the main route and places like Lhasa-Gangtze-Shigatze-Tingri, Linzhi-Shangnan, I will say go-ahead and enjoy your dream trip.
