It appears that he is trying to locate the cause of this historic shift within the western "developed" world. But the Communist/socialist factors are not outside the western world. In contrast, the socialist/Communist movement comes into existence in it as a responsive force countering the capitalist culture. Thanks for clarifying this aspect.
