其實很简单:

Imagine there is no government now, and the population is small, that is somewhat to imagine being in the early stage of human life again. Then image what life is like in then. You will see how gradually a government is formed, then grows, then overgrows.

Same with police, currency... and further back with language and its later unnecessary complexity.
