Common  people as people of the town or city  know local issues better and know who can do the job.

Common people as people of the nation don't have this vision and knowledge to decide who runs the whole nation better.

My vision for a mature Chinese system: 基層(市)近西式一人一票。國主禪讓，即培养接班人。中層(省)混合由基層而上的選拔和由上而下的委任。這三層互相支持彼此的品质。
