Test question like this one is totally meaningless.

All it is tested is some old fact that contributes nothing for helping kids to learn the real meaning of history.

I have no clue what the right answer is and what impact it had and could have for Taiwan, so I'd phase the question as : what was the impact of that policy at that time? How we should look at the policy now?
