薄瑞光：尊重中國領土完整指西藏新疆

（中央社記者施馨堯台北24日電）美國在台協會（AIT）主席薄瑞光今天說，美方對台政策從未改變，台灣與中國協商或不協商，完全取決台灣。「尊重主權和領土完整」在美國看法中，是指西藏與新疆議題。

薄瑞光（Raymond F. Burghardt）在美國總統歐巴馬與中國國家主席胡錦濤會面後，來台簡報歐胡會相關情形。他下午與媒體茶敘時澄清並說明美中聯合聲明裡有關台灣的段落。

薄瑞光表示，他要澄清美中聯合聲明中3個部分。首先，美中3個聯合公報，或美中先前任一項聯合聲明都沒有提到台灣關係法，中國也不可能（zeropossibility）同意將台灣關係法納入聯合聲明。

第二，聯合聲明中只有1 段與台灣有關。他說，其中有句陳述是「中國單方（unilaterally）強調，台灣問題涉及中國主權和領土完整，希望美方信守有關承諾，理解和支持中方在此問題上的立場」。

他指出，同段中有句「美方歡迎台灣海峽兩岸關係和平發展，期待兩岸加強經濟、政治及其他領域的對話與互動，建立更加積極、穩定的關係」。

他說這些年來，許多美國官員，包括他擔任美國在台協會台北辦事處處長期間，促進兩岸協商與兩岸關係進展不遺餘力。而「期待兩岸加強經濟、政治及其他領域的對話與互動」此句不應被視為有任何特別意涵，也不能詮釋為向台灣施壓。

他表示，更清楚的說，台灣要與中國協商，或不與中國協商（to negotiate or not negotiate），進展、時機與議題完全取決台灣，美國對此沒有看法。

薄瑞光指出，聯合聲明中唯一提及台灣的段落之後，有段為「雙方重申，互相尊重主權和領土完整這一根本原則是指導中美關係的中美3個聯合公報的核心」此段協商文字單用以說明西藏與新疆議題，協商紀錄也載明，此段與台灣無關。而這當然是美國的理解（understanding）。

薄瑞光說，美方在中國不論私下或公開談話，包括美中聯合聲明，與美國長期以來對台政策一致，美國對台灣的主權所採取的立場從未有絲毫（whatsoever）改變，包括美方承諾會提供符合台灣自我防衛需求的武器。

他表示，美國對台灣地位的立場已載於美中1972年與1979年公報。公報中美國表示，美方「認知（acknowledge）中國的立場是只有一個中國，台灣是中國的一部分」。那是美方最後一次對台灣地位的陳述。

他說，30年來，美方已清楚說明，「認知」（acknowledge）並不表示「承認」（recognize）、「接受」（accept）或其他除「認知」（acknowledge）外的意思。過去37年，有一些力量迫使美國對台灣主權採取更明確的立場，或令美國用一些政治術語（political terms）定義台灣，美方從未同意。

他表示，美方一直以來呼籲任何兩岸議題須和平解決，且須基於兩岸人民同意（assent）。

最後，他再次強調，台灣關係法是指導美國與台灣關係的核心文件。
