I have been working in a typhone warning center for a long period. I have enough experience to tell that your great government didn't do good enough. Just refer the casualty to your neighbor province Fujian and Zhejiang, that is your great government should do. They evacuate about a million people just before typhone reached and heavy rain start, not after.
