Regional&Input Languages -> Text Services & Input Languages -> Add Input Languages -> Chinese (Simplified RPC) -> must select "Chinese (Simplified) QuanPin" etc. under "Keyboard".
the last step is very important. otherwise, "Add" button can not be enabled.
