2. bus. same train station, there are bus service. actually 1 train daily and more bus service. not sure about winter time. you can also find it online.
3. i used ship from victoria to seattle. summer time. provided by both government and private companies. not sure abt the route from seattle to vancouver, esp, in winter time. you can also google the seattle government owned public ferry service.
