How to contribute after tax 401K?

投资老白！最近开始学，发现走了很多弯路。准备重新布局。有2个问题请教居士们：

1. 公司不提供 after tax 401K, 个人怎样contribute?

2. 我以前的401K都是 Target retirement year, 现想改成标普指数。有哪些途径？我知道其中之一是 rollover to my current. But my current 401K management company is small.
