1. You are merely paying your income tax beyond 22500. 

and you get instant 8% for contributing.  It's the same as you invest in your own brokerage account outside 401K. 

2. The company match is subject to the second overall limit, if it doesn't exceed (~) 60K, it won't get taxed.
