I don't think there're anything wrong with 谜面

建造 definetly apples to the whole sentence. Sometimes the 语气 plays a trick of misleading, but keep in mind 拆字 is always 面别解。
The only concern is:
Is it too 碎 with 并 户 同 - > 扁豆 ？
