For $150, digital or film, it is not going to work. You need at least f/2.8 (actually more, say f/2.0, due to the fact that people in front were blocking your view, so holding camera steadily is an issue) at ISO 1600 for that picture. A $150 digital camera is not going to make it at ISO 1600. Film? I am not sure about the highest ISO you can get. 400 or 800? So the lens has to be f/2.0 for ISO 800or f/1.4 for ISO 400. So a SLR film camera with a 50mm f/1.8 lens for less than $150? I do not think so.
