-It seems your sister is in US, right? Then, where is her son, in China or in US? If he is in US and has a legal status, he can file his I-485 by providing his mother's I-485 receipt. If he is in China, her mother can file I-824 for him to apply for the immigration visa in the US Consulate in Guangzhou.
