My case is same as yours. Both I and my lawyer wrote to USCIS and required to "carry over my PD" one and half years ago. but USCIS never did that. SO I asked my lawyer file G28 in January.
meantimes, I wrote a letter to senator and asked him to push USCIS to transfer my EB2's PD to EB3' PD in Feb.I just received my Green card last month.
Please do same way. your requirement is reasonable according to USCIS policy. Good Luck
