新手问485排期问题。（迷惑中）

最近在准备绿卡材料——NIW
请问：I-140递上去，平均来讲多久能批？

如果140批了之后，485是不是要等到去年8月的大潮（几十万件）处理完之后才能递上
去？？也就是说，移民局什么时候通知可以递了，才能递？？
