I checked with local CIS by Infopass on 1/23/08, my NC was pending, at least till that day was not clear. On 1/25/08 CIS received my REF and I got above update message. I heard CIS will adopt a new policy this year, GC can be approved first if NC is pending longer than normal, say 6 months or 12 months.
