收到REFER和排期的关系：不在排期内485就不会审理？

看了PJIANG的那个485程序的帖子，觉得好几个朋友的例子和PJIANG说的不太符合。按照PJIANG的说法，不在排期内就很难收到REFER，因为没看材料嘛，事实上我朋友的绿卡在排期外昨天批了，原因是NC结束了，挺疑惑的。
没怀疑PJIANG老师的意思，就是挺疑惑
