审理I-485按排期来审还是按收到I-485的时间先后呢

请问有没有人知道移民局审理I-485会不会按排期来审？比如说一个人的PD是2006年的，另一个人是2005年的，其它条件一样。移民局现在的职业移民排期都是C之后，在审理先后上会不会有不同？还是按照收到I-485的时间先后呢？还是按照PD先后呢？谢谢！
