It makes a little bit sense if all the packages that have been sent out to NSC prior to the announcements of the likely modified VB according to Post Stamp will be likely to be accepted. Why? Because these packages are sent out based on the valid July VB announced on 06/13/07. However, anything can happen in this world. Who knows.
