Your PD depends on whether you filed "Labor Certification" or "PERM".

If you went through such process before filing your I-140, your PD is the date when you filed your L/C or PERM.

If you did NOT go through the L/C or PERM (i.e. EB1 or NIW), your PD is the receipt date shown on your I-140 notice.
