not many PERM cases being approved prior to Mid-2005
tens of thousands of cleared BEC cases is flooding into 485 pending pool

Its apparently unfair if CIS approves more PERM based 485 cases than BEC based 485 cases, so the only way CIS can control is the moving speed of Visa Bulletin which would technically prevents PERM based 140 cases from filling 485..
