I asked DOS lady. She was like no clue, saying all we have is the new August bulletin. When I asked just couple weeks ago there was report EB2 for China was not used up for fiscal year 2006, she was like this bulletin is the authority. I guess you can only swallow it even if it is unfair. What a black box!
