My coworker got his GC within 40 days.

The guy is British. He submitted his I-140 and I-485 in Jan, 2006. he got his GC in Feb.
I don't believe the information post in certain India website. However, people got his GC within 1-2 month from the RD is possible. Especially in the beginning of the 2006 fiscal year, EB1 and EB2 from other countries got their GC in super fast speed. Now, the processing speed looks like slow down. CIS is mainly focused on the cases submitted before the Oct, 2005.
