How to deal, if PD comes but 140 not approved

Many people 140 were trapped in NSC since last Sep. July visa bulletin has proceeded to 2005 March for EB2. If next month PD date arrives but we do not receive 140 approval notice. How could we deal with this problem?

I never heard 140 application would take more than 9 months!!!
