I saw two cases with the same situation in another site. 140 NSC RFE
140+485 LUD change without status change. The notice came in the mail soon. Better prepare more letters for appeal /motion to reopen. Maybe the best way is to resubmit it. since it has been 2 years, your background must be much stronger than 2 years ago. Good luck!
