Most of indian and chinese guys submitting LC in 2002, 2003, and 2004 are in EB3 since DOL set a very stricted salary standard for EB2, generally over 80K.Until 2005, DOL looses the salary standard and allows a 4 step salary. As a result, most of guys in DOL BRC are in EB3, over 90%.

Therefore, EB-2 guys should take it easy.EB-3 guys should unite together to push some kind of reformation of immigration bill.
