The random process is not fair for people who submitted earlier.
How do you feel when you see a 2005 case is approved while yours is 2002, and you are still waiting? This may happy to us too. So, I think most people will benefit for a long run. Afterall, we can not count for "luck" and assume we are amone those "15%" lucky ones, right?
