If my understanding about the retrogression is correct, one good approach to solve this problem may be to persuade the congress to re-assign the EB quotas for China and Indian-born EB immigrants. I don't see the point that a software engineer from Africa and latin America can file 485 but a software engineer from China and India has to wait 4-5 years. EB1 and EB2 immigtants from other countries can't use up their quota anyway.
