关于绿卡排期的问题

我们的情况如下：
2004年4月递交了485，
2004年10月打手印，
2005年140获批准，
2005年9月12号485补件寄达移民局。
我们的绿卡是不是受到现在政策（排期）的影响？

我不知道绿卡排期究竟是什么意思？
第一：什么叫“退回到2000年”的排期？2000是指你递交案子的时间吗？比如你在2000年五月一号之前递交的NIW 类485申请才会获得批准，在此之后的，如果你的485到目前还没有被批准，要等五年半？
第二：是不是所有的绿卡案件，不论你什么时候递交的申请，都要退回到2000年去等待？在明年的指标下来之前，今年就不会再有绿卡获批了？
