I never saw any new articles talking about 严重透支名额. It is not. That is why you have to wait for a period of time to get I-485 approved. Even EB-1 they only start to process Oct/2004 application.
But I do see a lot of new articles talking about USCIS want to speend up Asylum cases, and they probably want to use Immication quota for Asylum, that's probably why EB1 was pushed back 5 years too.
