I cannot open it either, so that page is very suspicious. Especially when the official page in state.gov is not updated yet.
However, we know EB3 will need to wait for about 3 years for China born already from recent experience. DOS also already made prediction that EB2 for PRC will start the waiting line soon. There is no surprise for the need to wait for quota at all, but I would be surprised about the 5 years cut-off date.
