Because I've never worked in Chinese companies. All through my adult life I've been living in the U.S and worked with 

Americans. I never felt it was strange to be punctual at work, and almost on the dot punctual. I work at a school and the scheduled arrival time is 7:45, I always get to the door at 7:43 or 7:45. When I worked at a deli, I was always scheduled to arrive at 6:30 am. If I was scheduled to be there at 6:30 am and arrived at 6:45am, it's being frowned upon. The store wasn't opened yet but shift workers must be there ontime regardless.  Some of the places also very care about the time you should leave the work. You are not allowed to extend the working time either. That is because they don't want to pay for multiple workers at the same time. Next shift is here, then you must go. If the next shift doesn't come, then they want you to stay longer. Schools generally only care about arrival time because no one wants to stay beyond dismissal. People who are scheduled to work fromm 7:45 to 3:30 won't get paid beyond those hours. Of course you want to leave asap.

I never wait for more than 5 minutes at the doctor's appointment because I've chose the nfamily medicine clinic located inside the public health department. There aren't many patients per day and it's always very punctual. It's a private business affliated with the county's public health department so it's like a government sponsored job. There are no irregularities on schedules and/or appointments. No one is going to visit hosipitals. My dential clinic is also very punctual on the appointments. Never need to sit for more than 5 minutes waiting for the dental hygienists to come out calling pateints. Why is that? Because it's a big clinic/partnership and they have many dentists and assistants. 

If you don't like what you get, change it.  There are always better options.
