请问纽约的自由女神像现在开放吗？

其网页曰：Interior Renovation: Access in and on the Statue of Liberty is currently restricted as the 125 year old Statue undergoes improvements. All visitors will have access to the Island and Park Ranger programs.

这个restricted是指控制进到里面和登到上面的人数，还是完全不允许上去了？假如还可以上去，是先来先到还是可以提前预订，如是后者在哪里预订哪？给服务处电话，只给听录音选择，也没听到答案。
