can you define HIV检查的准确率为95% ?

here are two version of definitions of HIV检查的准确率为95%:

1.
for each test the accuracy is 95%.
in this case 小王被感染的概率 is 95%.

2.
100 infected people take the test, 95% turn out HIV阳性. and 100 uninfected people take the test, 5% turn out HIV阳性.
this is totally different case than case one.
