algebra 2 question!!

Hi guys,

I wanted to know if b + 1/ 28b can be simplified. it's written out like this:

b + 1
-----
28b

I was thinking that you could divide both sides by b to get 1/28, but the test says that it can't be simplified anymore? which is it?
