Cancel airline tickets (to China)

My friend cancalled 3 tickets to China this week because heard the news and comments from China web sites. She was charged $300 each ticket; and, the rest (seemly $600 to $700 for each ticket) would be kept in the airline company for future use.

That is, she was charged total $900 to cancel the three tickets; and, all rest are kept in the airline.
