i am not that pessimistic

a judge can't push a house project in the high-end community. why? because the land is own by private sector.

what a judge can do is to force bank and owner to negotiate a reasonable deal. then again, if the owner can't make the payment, he is going to default again no matter what. by the end of day, he will be on the chopping block again.
