balanced budget can be done if there are not much government spending. It can only achieve if the government stay out of people's business. But it can't, every politician comes to DC with his own bagage. They more they spend, the longer they will stay.

US dollar value will increase if the US economy is stronger, ie all sales are up. It can only achieve by letting the business people take care of their business. Yes the economy will go cycle, up and down, that's why you need save more.
