There is a difference between scheduled care and emergency care. The emergency department in hospitals world over work pretty much the same way, the doctors prioritize their treatments according to the urgency of the patients' needs. A cut foot is a pretty minor medical condition. If I were a doctor in a busy hospital I would probably make you wait too.
