Because at that time, google is a new kid in the block. Promising, but not much track record. Lots of risk invovled because you can only have a glimpse of small portion of what could eventually be done.
The point I'm trying to make is not who is the best. Different investors have different investment goal and investment style. Google's success didn't eliminate the fact that venture capital is a high risk business and many of their investments got nothing back.
The need for election is to let the whole population choose which one the whole country want to put their collected resource in at a particular moment. Don't vote for someone becaue you think he's going to be the winner, vote for the one who best represents your goal and interest. You might not pick the winner, but you put your weight in the national scale.
P.S. I understand that you can't buy the stock at stock exchange, but I'm talking about the private/venture capital investors.
